Associate Program Officer - Ocean Studies Board
The National Academies is a private, nonprofit institution created in 1863 by Congress. The institution has evolved into four distinguished organizations: The National Academy of Sciences, The National Academy of Engineering, The Institute of Medicine and The National Research Council. They bring together leaders from academe, industry, government and other sectors to provide independent, objective advice to the Nation on issues involving science, technology and medicine.
Under the National Research Council, the Division on Earth and Life Studies (DELS) consists of twelve units that facilitate communication among the research community, policy makers, industry, interest groups, and the public. DELS is responsible for a vast array of topics, ranging from the molecular level to the global level. The common thread linking the units is the broad topic of science and the environment, but the division also examines issues outside that area.
The Ocean Studies Board (OSB) within DELS was established by the National Research Council to advise the federal government on issues of ocean science, engineering, and policy. In addition to exercising leadership within the ocean community, the Board undertakes studies at the request of federal agencies, Congress, or other sponsors, or upon its own initiative. OSB explores the science, policies, and infrastructure needed to understand and protect coastal and marine environments and resources.
The Associate Program Officer, under the guidance of a Board Director or Program Officer, develops and manages programs/project activities of minimal or moderate complexity. With input from senior staff, coordinates and administers all aspects of the committee process, including committee nominations, committee meetings and workshops, report preparation and report review, and dissemination activities. Communicates and coordinates with committee members and external contacts and provides support to committee in all aspects of its work. Facilitates the flow of information among committee members, consultants, sponsors, and staff. Develops agendas, invites presenters and participants, oversees meeting logistics, and prepares written summaries. Identifies and gathers research materials for the committee. Synthesizes and edits research findings and technical data and determines relevance of data to study. Prepares background papers and technical summaries. Provides support to committees in all aspects of report writing. Edits report and facilitates response to review. Oversees report publication. Under general guidance from an experienced responsible staff officer, oversees project budgets and schedules. Prepares various reports on program/project activities. Also may represent the program/project within and outside the National Academies. Assigns tasks and provides guidance and feedback to staff. Assists senior staff in the development of programs and projects and in raising funds for new activities.
Basic Requirements: Bachelor's degree in a related field or equivalent knowledge with 3 years of related professional experience. Master's or doctoral degree in a related field or equivalent knowledge and one year of related professional experience is desired. Knowledge of scientific, technical, or policy issues in related discipline. Ability to solve varied and complex problems using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to work successfully in a team environment. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent written, oral, and interpersonal skills with a proven ability to effectively interact with all levels of employees.
